Articles specified in my telegram No. 20 to Manila have now been despatched to His Majesty's Consul General for eventual presentation locally. Question now
now arises of conveying official thanks of His Majesty's Government for services rendered by persons named in enclosure to Manila Consulate General's letter to American Department of November 20th. We are not certain if all of these should be named by you in official note to State Department in continuation of Embassy's note of July 15th or whether those mentioned under headings (1) and (3) should form the subject of official communications from Consul General Manila to Philippine President and United States High Commissioner respectively.
Please advise as to correct procedure in order that necessary instructions may be sent to you and to Manila.
